- Since they are scattered all over the galaxy, there is no 'central government' to have an association with the UFP.  However, this is a satisfactory player race.

Description
Humanoid civilization nearly made extinct in the late 23rd century when their homeworld was destroyed by the Borg (Star Trek: Generations).  Very few El-Aurians escaped this holocaust; the few who survived were spread thinly across the galaxy (Q Who? -TNG).  El-Aurians were reputed to be good listeners.  Martus Mazur was an El-Aurian, and he used his listening ability to cheat money from people (Rivals -DS9).
