Description
Humanoid civilization with a history of total peace.  In 2267, the Halkans refused the Federation permission to mine dilithium crystals on their planet for fear the dilithium would someday be used for acts of destruction.  The Halkan people in the mirror universe were also peaceful, preferring to die rather than grant mining rights to the Terran Empire, the Federation's barbaric counterpart in the parallel universe (Mirror, Mirror -TOS).
