Description
Nation-state on planet Kesprytt III.  The Kes comprised three-quarters of the planet's population.  In the year 2370, the Kes applied for an associate membership in the United Federation of Planets, despite the fact that their world did not yet have a unified government.  Both factions were paranoid in the extreme, and this paranoia led Starship Enterprise-D personnel, dispatched to evaluate the Kes application, to recommend the planet be denied membership at this time (Attached -TNG).
