Description
A humanoid civilization, capable of time travel.  Two Vorgon cirminals, Ajur and Boratus, traveled back some three hundred years fro the the 27th century to locate Jean-Luc Picard, in hopes of finding the powerful Tox Uthat.  Ajur and Boratus were thwarted when Picard destroyed the object to prevent if from falling into the wrong hands (Captain's Holiday -TNG).
